Some suspect Harper wants to formally ink the deal with U.S. President George W. Bush when the pair meet in Washington in early July.
Harper and his cabinet like to point to the tentative pact as proof that his minority Conservative government is forging a much tighter relationship with the Bush administration than the Liberals had.
Continuing to rely on litigation "is a long road" fraught with peril, said Ken Higginbotham, vice-president of Canfor Corp., Canada's largest lumber producer.
