Governments in both provinces are grappling with jammed highways, soaring fuel costs and mounting public concern about smog and and the greenhouse gases emitted by cars and planes that contribute to global warming. Trains are typically more fuel efficient and environmentally friendly. Moreover, Quebec-based Bombardier has developed a jet train, which it argues could be introduced for a third of the cost of other high speed alternatives. The train does not require dedicated tracks and is 20 per cent lighter than conventional diesel trains. Currently, VIA Rail carries about 3 million passengers a year within the Quebec-Windsor corridor.     FUNDING FOR QUEBEC CITY TO WINDSOR HIGH-SPEED RAIL STUDIES<br />

    OTTAWA — The Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities, today announced that the Government of Canada will fund up to one third of the cost of updating feasibility studies, including a passenger forecast study, for a high-speed rail service between Windsor, Ontario and Quebec City. The cost of the studies will be shared jointly with the Governments of Ontario and Quebec. <br />
    <br />
    "This government is committed to examining alternatives that offer comfortable, faster and more reliable passenger rail services that will also contribute to reducing greenhouse gases and other emissions," said Minister Cannon.<br />
    <br />
    Such studies would need to examine the environmental and economic business case for such a service. As well, there is a need to assess the opportunity for private sector participation in the development and implementation of such a concept, so that taxpayers do not have to shoulder the entire financial burden of such an initiative. From previous studies, there may be opportunities for a public-private partnership.<br />

    Questioning the need for further study, Windsor Mayor Eddie Francis said Thursday a high-speed rail link between Windsor and Quebec City "is an idea whose time has come."<br />

    "I don't know if we need another study. Everyone agrees this would be a great thing." Francis said, responding to word that Ontario Premier Dalton McGuinty and his Quebec counterpart Jean Charest have agreed to finance a study on the feasibility of launching a high-speed rail service in the Windsor-Quebec City corridor.<br />

    "It would open up opportunities for economic development, tourism, jobs and complement what is happening in the U.S.," Francis said, "as Chicago and Detroit are looking at a high-speed rail link between those two cities."<br />
