MacKay paved the way to victory at the Conservative leadership convention in May by signing a hastily drafted agreement with third-place Orchard that included, among other things, a pledge not to merge with the Alliance.
It was the key to winning the delegate support MacKay needed to put himself over the top against second-place Jim Prentice, a veteran Tory backroomer from Calgary.
MacKay had some trouble explaining his change of heart Thursday.
