Kang also expressed support for a UN Security Council statement that calls for an investigation of the Israeli attack on Monday, which led to numerous casualties.
"Any investigation must meet relevant international standards. It must be prompt, impartial, credible and independent," she stressed.
The European Union, which was represented by Spain, said it " condemns the use of violence that has resulted in the loss of at least 10 civilians."
The 27-nation bloc expressed its support for "an immediate, full and impartial inquiry."
It also urged Israel to remove its blockade of the Gaza Strip, which it said was "unacceptable and political counterproductive."
Pakistan, which spoke on behalf of the Organization of the Islamic Conference, said Israel's attacks "are a brutal reminder to the international community of its continuing violations of all human rights and total disregard for the international human rights and humanitarian laws."
The United States said it was "deeply disturbed by the recent violence and regrets the tragic loss of life and injuries." It also expressed its backing for "a credible and transparent investigation."
China said it condemned the recent grave attacks perpetrated by the Israeli navy which had led to serious casualties.
It added that the Israel attack had further exacerbated the already very difficult humanitarian situation in Gaza Strip.
Numerous other states commented on the need for a full and transparent international investigation of the incident to uncover the truth, determine responsibility and provide the victims with the necessary remedies and reparations.
Many Council members also called on Israel to end the blockade of Gaza and restore the movement and flow of commercial goods, humanitarian and reconstruction aid and persons to and from Gaza.
Speaking as a concerned country, Israel expressed regret over any loss of life that occurred, but said the flotilla had not been on a humanitarian mission, but one of provocation and incitement.
It added that it had the right to protect its civilians from Hamas attacks, including the imposition of a maritime blockade.
The debate will continue on Wednesday and the focus will be on a draft resolution proposed by Pakistan and other countries condemning the Israeli attack.
But the biggest irony in this tragedy is not just that the "weapons" Israel claims were on board have not yet materialised or been shown to the media, its that the aid, which Israel says Gaza does not need, and the aid which was on board the flotilla heading to Gaza and prevented by Israel from reaching its shores is now being delivered to Gaza by Israel as quickly as possible.
