Woon Wong's lawyer says his client decided to plead guilty Monday because he wasn't interested in a court process that could last five years.
Wong pleaded guilty to a range of charges including obstruction of justice, fraud against the government and conspiracy.
He's one of 11 people arrested in connection with what the RCMP alleges was an organized crime ring.
The Mounties say members fixed decisions at the Immigration and Refugee Board.
The RCMP alleges refugee applicants paid bribes of up to $15,000 in exchange for favourable rulings.
