The report says there is no dispute that on June 30, Chief Graham went to the office of city manager Judy Rogers and left the target bearing the phrase, "A bad day at the range is better than the best day at work."
While it is accepted that Chief Graham dropped off the target, "what is not clear is why he did so," Mr. Ryneveld wrote.
The "matter was complicated" by the fact that on July 24, Chief Graham wrote an e-mail to various parties to say it was not intended as a joke. Instead, it was sent as "a motivator, a silent reminder that this job is not always office meetings and budget discussions," Mr. Ryneveld noted.
Chief Graham has refused to make any public comment. Vancouver police said in a news release July 26 that the target was similar in tone to an "I'd rather be fishing" bumper sticker.
