Concerned about participation in missile defence
First phase of `shield' program set for September

WASHINGTON—The Bush administration, conceding a minority government could cloud the future of Canadian participation in continental missile defence, is watching next week's election with "keen interest,'' officials said yesterday.
A State Department official, who asked not to be named, said the run-up to Monday's poll is being more closely scrutinized in the U.S. capital than recent Canadian votes because the outcome is in doubt and a minority is looming.
