Canada's International Trade Minister Jim Peterson called it another stalling tactic.
"This is just another example of how the U.S. lumber industry will use every trick in the book to further delay the inevitable," said Peterson.
"Time and time again the NAFTA panel has decided that duties should not be imposed on Canadian lumber."
And while the United States grudgingly agreed last month to comply with an order under the North American Free Trade Agreement, it has not ruled out an appeal of its own.
