Basic French Translation

I have just added links to the page header to make it trivial to switch between the english and french versions of vivelecanada. Sadly, much of our content is english-only at this point; I'll continue hacking at the code to allow further translations. Hopefully this is the first step in getting more francophones involved in the site. Until then, feel free to post stories and forum posts en francais!
