Parsons Co., and favorably reviewed by Congress in the 1960s for completion by the 1990s, but it was never begun. The idea is to divert southward some 15% of the MacKenzie River (northern Canada) runoff now going towards the Arctic, channelling it through the 500-mile Rocky Mountain trench, then along various routes, eventually reaching even Mexico. The broken lines show new, navigable canals. The principle--on a grander scale--is the same as that of the Tennessee Valley Authority of the 1930s, and the 1950s St. Lawrence Seaway, both shown on the map. NAWAPA could supply an additional 135 billion gallons of fresh water to the United States, Canada, and Mexico, plus power, and vast new areas of cultivation.     Conspiracy Theorists) when confronted with legitimate issues and concerns? For
    a politician, he is one terrible liar.

    Your script is getting old Bud. If you're not going to discuss the issues like an
    experienced, well educated and informed politician does, get the hell out of
    Dodge already.

    All these labels detract from the argument. Which is their point.

    "If he has any evidence whatsoever that the government of Canada is negotiating a bulk-water agreement, I urge him to immediately produce that evidence."

    Since the meetings, agendas, guest lists etc. are all SECRET, I'm going to have to call 'Non Sequitr'. We cannot produce evidence of what goes on inside Mr. Harper's secret meetings.

    Basically a expansion upon Dion’s speech the other day it includes this bit………<br />

    Prime Minister Harper must urge our SPP partners to adopt a transparent and accountable approach which includes:<br />
    (a) disclosing the complete listing of SPP working groups, their contact persons and participating membership, (b)<br />
    requiring quarterly public disclosure of their discussions underway, (c) requiring them to provide opportunities for<br />
    public input, and (d) the government must bring this issue back to Standing Committee on International Trade for full<br />
    examination and study. Those items that impact on the environment, or health, or agriculture should be examined<br />
    and studied by the relevant committees as well.<br />

    The Conservatives have embraced secrecy as a government ethic. Following weeks of controversy over their<br />
    contradictory and dishonest statements concerning the handling of detainees in Afghanistan, the Department of<br />
    National Defence implemented a blanket policy to ignore its obligations under the Access to Information Act. We now<br />
    know that the Conservative government routinely wrongly invokes “national security” as the basis for barring public<br />
    access to information that may embarrass the government.<br />
    The Harper government attempted to shut down the hearings of the House of Commons Standing Committee on<br />
    International Trade, which was examining the SPP negotiations. This is why we call on the government to bring this<br />
    issue back to the Parliament. The secrecy ethic that both the Bush administration and the Harper government have<br />
    adopted surrounding the SPP must end immediately.<br />

    Canada and Canadians subsidize the U.S. not only in water but oil, natural gas and hydro electricity. Ontario is suffering a lack of hydro electricity not because it does not have enough for its self but because it is selling so much to the U.S. that it lacks sufficient supplies for its own people and they sell it at the same price it sells it to Canadians because of NAFTA.<br />

    Water is already a good of trade. BC sells bulk, non-Treaty water out of the Columbia to the US every year as part of a long-term contract entered into over a decade ago.<br />

    PM Harper has already shown and proven he is willing and able to give into American demands. The U.S. Government has already shown that it will retaliate against Canada and Canadians until we cave or renegotiate the trade agreements in their favour.<p>---<br>Perception is two thirds of what we perceive reality to be.<br />
