Maude Barlow, national chairwoman of the Council of Canadians, said there was never any intention to bring together tens of thousands of protesters like the uber-demonstrations of the 2001 Summit of the Americas in Quebec City. She said since the terrorist attacks later that year, the appetite for events that might turn violent is slim.
She didn't seem surprised that only a handful of citizens made their way to a sleepy west Quebec town on a working day in mid-summer to air their concerns as the SPP meeting concluded.
And yet, Barlow said she feels the sort of interest that helped scuttle the Multilateral Agreement on Investment (MAI) in the 1990s is now building around the SPP...
