In these fast paced times has pushing for quick approvals of projects of every kind become the norm in every community? Is it necessary for the opportunity for meaningful public debate to be so often put in the emergency mode? Many of those emergencies threaten the environment or future societal health and democracy itself. So why don't we plan better and why can't we take a little more time to debate important issues? The ability of all of us and also all governments to efficiently and effectively fulfill promises is a matter of determining the appropriate time, methods, resources, and help required to get goals accomplished, or in other words "Planning". Is it that governments are compelled to make fast desicions? Or is it they just don't have the time to allow adequate time for important debate? Or is it that all they care about is that the money starts flowing tomorrow?
