And a bad legacy deserves to be discredited so that it will not continue. Much as South Africa needed a truth and reconciliation commission to help it move away from the tragedy of apartheid, so will America need to drink some deep draughts of truth over what has happened to the U.S. and the world since the Bush administration first began to seize control of the international agenda.
It's important to consider that the Bush legacy is not necessarily one of incompetence. In fact, it's dangerous to think of it in those terms. This White House has been competent enough about moving its own agenda forward. The problem is the agenda itself. It was and is built on a tragically flawed program of militarism and aggressive nationalism.
The White House has, at critical times, replaced diplomacy and traditional intelligence activities with pre-emptive warfare. It has created a climate for the acceptance of illegal imprisonment and torture, and it has wrongfully attacked the rights and liberties of American citizens and foreigners who become part of the U.S. sphere of influence. It has carried out this agenda while wilfully neglecting the legitimate needs of its citizens–especially its poorest.
It should be a consolation to Canadians that most Americans are also deeply disturbed by these actions. The majority of Americans didn't want to see a "troop surge" in Iraq. But they got one anyway.

The USA is NOT a friend of Canada's.
They may be neighbours, cousins, business partners, customers / clients etc., but NOT a friend as is commonly understood by the meaning of the word.
The ONLY reason the USA buys our stuff is because it is better, cheaper, available faster, or Canada is the sole source: ie. it makes good business sense!
Friends help each other through difficult times, do not take advantage of each other, listen to each other's concerns, and listen to advice when this is echoed by disinterested parties. The USA does NOT meet this, admittedly brief, criterion.
