The mounting casualties have turned the mission in Afghanistan into the hottest issue facing Mr Harper's minority government. More broadly, it has raised questions about Canada's role in the "war on terror" and the Conservative government's relations with George W. Bush's US administration. According to a poll published by Ottawa-based Decima Research this week, voters' biggest disappointment with the government concerns foreign policy.
