Most of the money - approximately $337 million - will go to the electronic-manifest program. The program will provide computer-automated risk assessments of cargo shipments - whether by truck, rail, air or water - before they reach Canada. Eventually all trucks, trains, planes and ships that cross the U.S.-Canada border will be required to file electronic manifests before their shipments arrive. That will give border agents the ability to decide ahead of time whether the cargo shipments warrant further screening.
In addition to screening cargo, the electronic-manifest program will provide background checks on crew members who are delivering cargo.
