The prime minister will use that environmental announcement as well as military ones later in the week to argue that Canada has a strong presence in the North, is acting as the region's custodian, and therefore has sovereignty over it.
"The prime minister visiting for third time in his mandate shows that this is a top priority," said one senior government official.
"The Russians sent a submarine to drop a small flag at the bottom of the ocean. We're sending our prime minister to reassert Canadian sovereignty."
Harper and Environment Minister John Baird are expected to make the announcement regarding Nahanni National Park Reserve in Fort Simpson, N.W.T.
