EXPERIMENTAL WEATHER MODIFICATION BILL FAST TRACKING FOR PASSAGE IN U.S. SENATE & HOUSE OF REPRESENTATIVES U.S. Senate Bill 517 and U.S. House Bill 2995, a bill that would allow experimental weather modification by artificial methods and implement a national weather modification policy, does not include agriculture or public oversight, is on the “fast track” to be passed in 2006. This bill is designed to implement experimental weather modification. The appointed Board of Directors established by this bill does not include any agricultural, water, EPA, or public representatives, and has no provisions for Congressional, State, County, or public oversight of their actions or expenditures. Weather Modification may adversely impact agricultural crops and water supplies. If the weather is changed in one state, region or county it may have severe consequences in another region, state or county. And who is going to decide the type of weather modification experimentation and who it will benefit or adversely impact? This experimental weather modification bill will impact residents across the United States not just in California. Many current and ongoing weather modification programs (80 listed by NOAA in 2005), including the one in Wyoming that is designed to increase the snowpack, may be diverting rainwater away from Oklahoma and Texas, two states that are currently fighting fires caused by a lack of rainfall. We have no idea what the unintended consequences of the Wyoming action or other experimental weather modification programs might be now or in the future. In addition to the experimental weather modification programs listed by NOAA, there are both private and ongoing government sponsored atmospheric testing and heating programs underway in Alaska and across the United States. Alaska Senator Stevens recently received $50 million in funding for Alaska’s atmospheric heating program. All of these unregulated, private, government, and public weather modification programs, may also have unintended synergistic effects. Senate Bill 517 does not address these issues but intends to implement more experimental weather modification programs without a national debate or public oversight. Artificial weather modification can impact all of us by reducing water supplies, changing agricultural crop production cycles, reducing crop production, and water availability. Since most experimental weather modification programs use chemicals released into the atmosphere the public could be subjected increasingly toxic or unknown substances that could adversely impact agricultural crops and trees. Trimethyl Aluminum (TMA) and barium are just two of the toxic chemicals used in recent atmospheric heating and testing programs according to NASA. The Alaska H.A.A.R.P. atmospheric heating program may have the capability of changing the Jet Stream which could also change our weather. Many private weather modification companies admit that precipitation effects may be positive or negative. Fog dispersal programs, using dry ice, liquid nitrogen, liquid propane or silver iodide may improve visibility while adversely impacting Redwood Trees along the California coast by depriving them of needed water they derive from the fog. The increasing use of varied chemicals like aluminum (coupled with increasing air pollution), can severely impact tree health by depriving trees of water and nutrients normally absorbed through their root systems. The December 2005 Popular Science Magazine discussed a plan to use an oil slick to stop hurricanes without noting the adverse environmental impacts of the oil used to cover the ocean. Popular Science also noted that a private company, Dyn-O-Mat, plans to purchase jets to drop thousands of pounds of a water absorbing chemical powder (unknown substance), into hurricanes to absorb moisture that may dissipate hurricanes. There is no agriculture oversight or public hearings to determine the consequences of this and other actions or to monitor or prevent adverse impacts of this chemical once it falls on the surface of the ocean or on land. Alaska and other areas across the United States are beginning to feel the impacts of climate change. Enormous changes are being seen in the declining health of native plant and tree communities in many areas across the United States. NASA noted in an October 2005 newsletter that increasingly persistent contrails are “…trapping warmth in the atmosphere and exacerbating global warming…” NASA goes on to note that: “…Any increase in global cloud cover will contribute to long-term changes in Earth’s climate. Likewise, any change in Earth’s climate may have effects on natural resources…” Global dimming and the persistent contrails, that produce man-made clouds, may have serious impacts on crop production. A recent corn crop study in Illinois shows that cloud cover reduces corn crop production while direct sunlight increases production. In addition, increasing man-made clouds may reduce the effectiveness of solar panels. Gil Smolin, an Avian Bird Flu expert, noted on the Ron Owens Show on KGO Radio (January 5, 2006), that the flu was spread more quickly in the winter when there was a “lack of sunlight”. Would man-made clouds be contributing to the lack of sunlight which might cause the Avian Bird flu to spread more quickly at other times of the year? Experimental weather modification programs could also exacerbate this problem by changing climate patterns, increasing man-made cloud cover, and changing our weather and climate patterns. Senate Bill 517 does not address any of these important issues. Its sole purpose is to establish an experimental weather modification policy without any agriculture or public oversight of private, military, and government programs. Without oversight or public hearings agriculture, our natural resources, and watersheds may be negatively impacted. And who will be responsible to determine the synergistic effects of these programs or pay for unintended disasters created by this experimentation. If these programs change growing seasons and interrupt the pollination process crop losses could be substantial exacerbating economic losses. This bill needs to have appropriate agriculture and public oversight, with public hearings included, prior to any more experimental projects.     I noticed chemtrails 3 years ago when I was working on a survey crew. I didn't know what they were but I did know that I had never seen contrails that behaved the way the chemtrails did. I had noticed articles and such on the www but I had always chalked them up to the propaganda purveyors. I came across a canadian web site which opened up my mind on the subject, you can download a free documentary called <a href="http://this-must-stop.com/documentary.htm">Aerosol Crimes (aka Chemtrails) </a> . Right click on the title (two thirds of the way down the page, just above Transcript Page) and click "save link as" to download the windows media file. Since that time I have kept a log of the dates and times that I observed spraying in the skies over Edmonton. Now I am planning to keep a much more in depth record of observations.<p>---<br><br />

    "Many various chemical compounds have been detected as a result of the spraying - aluminum, barium, cadmium, polymer fibers and others. Many investigators claim to have detected various pathogens along with jet fuel residues and certain components of JP8 fuel are banned poisons.<br />

    The most prevalent adverse health effects due to the spraying are: persistent hacking coughs, upper respiratory and intestinal distress, disorientation, aching joints and muscles, nosebleeds, diarrhea, rashes and itchy skin plus many other, often flu-like, symptoms. Deaths have been reported. Others, including myself, have also experienced a dry metallic taste. Those with a weak immune system appear to be most at risk.<br />

    But what of the longer term? Here (simply as one example) I quote the Alzheimer Society of Canada: "Aluminum is one of several factors scientists are investigating in the search for a cause of Alzheimer Disease." In the meantime The Center For Diseases Control in Atlanta has produced a chart that tracks historical common causes of death. The deaths related to Alzheimer's are now 100 times (that is not percent - but times) the 1979 level when they first started tracking Alzheimer's as a cause of death. Unfortunately I have found no equivalent figures for Canada.<br />

    The aluminum found in chemtrails over Ontario (specifically Espanola) matches the 10-micron aluminum oxide called for in a 1994 patent issued to Hughes Aircraft Company known as 'Welsbach Seeding for Reduction of Global Warming'. The patent refers to spreading highly reflective materials in the atmosphere to reflect enough incoming sunlight (1 to 2%) to slow rapidly accelerating global warming.<br />

    Another similar patent, #US3899144 was granted to The United States of America as represented by the Secretary of the Navy and it contains schematics of the equipment - "Contrail generation apparatus…" and lists the specific chemical compositions to be used in the proposed spraying. The question is whether climate change mitigation should be legalized or banned. This places no onus on us to prove that climate change mitigation is actually occurring. If we can get them to say that climate change mitigation is a bad idea, we can then demand that they prove climate change mitigation is NOT occurring. If we can get them to say that climate change mitigation should be legalized then we have deprived them of any further ability to argue that climate change is not something that governments should try to influence. And of any ability to argue that climate change is not a problem.",<br />

    "Why are we fiddling while the Earth burns? Though the vast majority of the world's scientific and political communities now agree that some warming of the Earth's climate is occurring as anthropogenic changes take place in the atmosphere, there is *75 equally widespread agreement that our recently renewed efforts to mitigate its consequences are woefully inadequate. Notwithstanding the many proposals, and limited progress toward a binding climate change treaty at the recent Third Conference of the Parties to the U.N. Framework Convention on Climate Change (COP3) in Kyoto, Japan (hereinafter "Kyoto Conference"), creating effective climate change policy remains "the most difficult negotiation anyone *76 has tried to do." Why?<br />

    This Article argues that the lack of success in climate change policy stems from the exclusive focus of policymakers on various forms of preventive regulation. Because climate change regulation requires an extraordinary amount of will and coordination, and because uncertainty, cost, equity, and other factors threaten the effective implementation of a Kyoto-style program, a regulation-only approach is dangerously myopic. Not even the most austere post-Kyoto regulatory regime can avert a probable temperature rise of 2 to 3 degrees Fahrenheit during the next century, and most observers estimate that more politically feasible plans will yield a rise of between 3 and 8 degrees. Yet other than simply doing nothing and adapting to climate change when it happens--a potentially catastrophic strategy--what alternatives do we have? <br />

    In the wake of Kyoto, the time has now come to expand our policy horizons to include geoengineering, the direct manipulation of the Earth's climatic feedback system, as a serious alternative to ineffective and contentious regulation. Once derided as science fiction, geoengineering has lately begun to merit serious debate in academic, scientific, and econometric literature, *77 and has gained the tentative support of such diverse figures as Edward Teller, Wallace Broecker, William Nordhaus, and Stephen Schneider. <br />

    First, the science of geoengineering--though not the primary focus of this Article--is no longer the arrogant climatologist's Tower of Babel.     Years ago (prior to the environental movement), the concept of "cloud seeding" existed. Some iodine salt was sprayed by plane on top of the clouds, so that they dropped their content sooner than expected and in a different location than the metereologists expected. This was experimented with in a few (dry climate) countries like South Africa, but it was likely dropped (pun intended) due to some legal problems (maybe hail was dropped, or excessive rain fell). I am not sure if there were any long term effects due to the iodine salt, or if these were studied.

    But the purpose of this type of "air seeding" is totally different and extremely dangerous due to the long term effects of the pollotion and the fact that at certain elavations, the stuff will just sit there and move around the globe and not be dispersed at all. Until the whole planet will be covered with the insulation material and not only the countries that want it. Are there boundaries in the sky? I believe there are.

    This reminds me of the SE/2 decision in British Columbia in the past few months - about a proposed gas fired power station at Sumas, Whatcom County, Washington State, USA, that needed an International Power Line to connect to the BC Hydro grid in Abbotsford BC. The (Canadian) National Energy Board denied the application for the IPL and as a result of that, the whole SE/2 project (which would have polluted the Fraser Valley much more than Whatcom County due to existing weather patterns) is now dead-dead.

    Is Canada (in which 90% of the population lives within 200 km of the US border) part of this criminal pollutionary activity?

    Dio, it doesn't have anything to do with chemtrails. I don't have all of the symptoms and the few that I do have I don't have all the time and could have other causes.

    Jacob, good post, I didn't know that the power project was shelved. Yes, Canada is being sprayed on a daily basis and I am told, by folks who live elsewhere, that this is a global activity.

    The chemtrails section is found in the Centre Point Learning Science I Essential Interactions science book. Under "Solutions for Global Warming", section 5.19 features a photo of a big multi-engine jet sporting a familiar orange/red paint scheme.<br />

    The caption reads: "Figure 1- Jet engines running on richer fuel would add particles to the atmosphere to create a sunscreen".<br />
    <br />
    The logo on the plane says: "Particle Air".<br />

    Helping habituate children to a life under lethal sunshine and "protective" spray planes, this trippy textbook urges young readers to "Use Sun Block". But its authors are referring to a sunscreen spread across the sky.<br />

    "Could we deliberately add particles to the atmosphere?" asks the text, before helpfully suggesting that "Burning coal adds soot to the air."<br />

    You might be old enough to recoil at such a notion. But in a country where down is up and wrong is right, your kids could be learning that what used to be bad and a bummer is a now good thing!<br />
