On the same day, Campbell publicly refused the idea of such a moratorium, telling reporters it will take time to figure out what changes need to be made to comply with the new rules.
"We're going to carry on, trying to make sure that we provide health [care] to patients in a way they need it," he said, adding that he believes Bill 29 "was totally within the law," and saying it has already passed previous scrutiny within the country's highest court.
"It actually -- as the Supreme Court mentioned on Friday -- it actually was in keeping with three previous Supreme Court decisions, which they decided to overturn," Campbell explained.
"So, there has been a change, clearly a change, a legal change, and we have an obligation to look at what the Supreme Court has said and to act appropriately with regard to that, but I think we should get all of the legal facts before us."
