Government currently gives hospital a lump sum of money to operate through the year. Under the new system, the money won't flow until the surgeries are complete. "We'll probably end up with a mix model [of block and incentive-based funding] like all European jurisdictions," Abbott said. In her budget speech last week, B.C. Finance Minister Carole Taylor said the pilot projects will test ideas about how to better fund health care.
