While Canada can issue citations to boats guilty of overfishing, they amount to no more than "a warning ticket on the highway," Mr. Hearn said. "These people go home and the offending nation is supposed to deal with that. In most cases, the boat is back out again as fast as they can get here."

Mr. Hearn's call for urgent action is backed by third-party research that suggests some ground fish are being fished to the point of extinction. The World Wildlife Fund last year criticized Portugal, Spain, Russia and Canada for fishing at levels that made the recovery of stocks impossible.

Trawling does terrible damage to the ocean floor and its inhabitants and has devestated fish populations. Baby seals are still being clubbed in the head, the latest being the grey seal "hunt" which occured despite officials estimating 75% of pups born this year drowned due to storms. And it is the pups that are the target for sealers.
Britain, U.S., Greenland, Italy, Mexico have all banned seal products leaving the dead pup pelts to be shipped to places like Russia and China.
Hearn is proving to be no better than his predecessors and it is unlikely we will see much from him but more destruction and dead baby seals. If he truly were to do something, stop the next hunt and place all the resources into keeping out foreign fishing boats. Ban trawling by anyone and let the ocean recover. These things could happen right now but won't. Sabre rattling will do nothing as it has always done nothing.
