I actually doubt that even a majority of the right wing economic faction want the NAU. They need competition between different governments as leverage to achieve their self-interested objectives.
That does not mean that Harper does not support the concept of economic integration. It is interesting tha d'Aquino used the term integration until people began to react to the idea and then he found new "terms" to describe virtually the same thing. This is a typical neo-con strategy.
With people so focused on the NAU concept there is a danger that they miss what is actually incrementally happening on a whole series of levels including energy integration, common regulations, infrastructure, security and so on.
Some day, for example, we may be facing long electrical blackouts in the middle of winter to supply industries in North America with electrical power. One of the major features of the interim proposal is that market forces will be allowed to drive energy prices making it easier for corporations to gain access to electricity while putting the price out of the reach of consumers. With a government only interested in hearing one-side of an issue, and that of large producers, there is danger for all of us.
For Stephen Harper to come out against the NAU would not be sufficient to ensure our interests are protected.
What can we do, when the prices in all stores and supermarkets go up at the same time, because now the word "competition" became the licence for extorting the biggest profits.
In other words, "market economy has killed the markets"
E.g The prices we get for our cattle are forcing ranchers to go broke all over, while the meat prices in the supermarkets are rising every week.
If this isn't a conspiracy to defraud, I don't know what the hell else it could be called?

I, too, have noticed this disparity for quite some time.
Here is a question that has been in the back of my mind for a time:
Why do the farmers not form a cooperative to sell directly to the ultimate customer, therefore by-passing the 3 or so middlemen? Even with the cost of courier delivery added the overall gains to the farmer and the customer would be substantial.
This brings up another point: Why are the slaughter houses almost totally foreign owned? You will recall that during the beef embargo to the US the Canadian government's help to the cattle ranchers wound up in the slaughter house owner's pockets. Another perfect opportunity for a cooperative.
Is there a legal impediment to this, or just laziness on part of the growers/producers?

For such a system to get a chance given the market control by corporations would require government assistance and co-operation (federal and provincial). Most governments today are more or less right wing and would see this as interference in the "free market." Just as there is a major attack on marketing boards and supply management by those committed to right wing theory, governments seek to turn the food supply over to those who adopt the "maximization of profits at all costs" ideology.
If you look at what happens to many politicians once they leave office you will see that their actions while in government can be lucrative after leaving politics. They often lobby within government to protect or to support corporate interests.
