Whoever they are, they'd be far better off putting a ban on driving boombox cars you can hear approaching from 16 blocks away.
I guess graphitti is more socially unacceptable than having your ears bombarded with noise at volume levels loud enough to crack concrete.

When one of my teenager daughters came home and said that she's smoking now, we have put a stop to it pretty damn fast and now, at 48 she's thankful. Our kids always knew that if we catch them doing something criminal, or get involved with drugs, we won't "stand behind them" but will be the first to march them to the copshop.
So please wake up !
