I'll give you an example. I was born in the Netherlands, my wife was born in South Africa. We emigrated to Canada from South Africa in 1977 and became Canadian citizens in 1983. If we had lived in the US in 2000, we would obviously not be included in the first group "Canadian-born Residents in the United States", yet we would just as obviously have been included in the second group "Canadian Foreign-Born persons in United States Counties". (We came with a TN/TD Visa in 2002 so are not part of the 2002 US Census.)
