<p>Article 28 of the 1944 water treaty between the USA and Mexico states (in both English and Spanish) that it “shall continue in force until terminated by another Treaty concluded for that purpose between the two Governments”. There is no equivalent article in the Optional Protocol. This is why any signatory to the Optional Protocol can withdraw at will, while neither Mexico nor the USA can do so with the water treaty. (Although the USA has withdrawn from the Optional Protocol, it remains a signatory to the Vienna Convention itself.)</p><br />

Relying on water from Canada would be risky, given how easy it would be to sabotage.We should make sure any water we send them is safe, by filtreing it thru our kidneys as well.
The US has totally ignored the Vienna convention as it has with every other treaty it has signed.

I'm going to go ahead and skip the jokes about your empty hand, MTBR. It's just too easy.

I would like to mention that George Bush did say he wanted to talk to Canada about water though, and that there have been a couple of Chapter 11 suits under NAFTA by US businessmen trying to gain access to our water.

The question was left open under the FTA and NAFTA...if we start, we aren't allowed to stop. It's time to make it clear that we won't start, and they should stop asking.

If they quit growing golf courses in the middle of deserts, and generally start being responsible with their resources, we might reconsider. If they want huge fountains in the middle of Las Vegas though, and if they insist on growing lettuce in the middle of a desert, then they get nothing.

Actually those things are a miniscule part of the water load. Much like the South-East water shortage the real problem is explosive residential growth. The City of Los Vaegas has just exploded in the last 20-30 years. It now occupies at least 4 times the area it did in the 70's.

Personal attacks add nothing to the discussion. Which is why we've always shied away from them on Vive. It's one of the 'limits' on free speech we've imposed.

With the merge, it's tough to see where Vive begins and CKA ends on some of the forums, because they show up on both sites. It's good that we have added a diverse range of opinions, but it makes it tougher for people to know which rules apply where.

If we start to allow them, the discussion goes from intelligent discourse to a elementary schoolyard. Passion reigns, and logic is tossed aside.
