It all depends on the powers assigned to the PM.

I don't think that the PM should have great powers in a federation. The PM should act on behalf of the federation, where decisions are made by consensus. The PM should have the ability to force decisions one way or the other through a vote, and then act on it as final, otherwise nothing would ever get done.

In conclusion, I have no desire to vote for a dictatorship, but I would not mind voting for someone who is to work on behalf of the federation as a killed spokesperson and arbitrator.

The primary advantages are:
1. It gives a clear, decisive affirmation that so-and-so should be PM/P.

2. They are answerable to the citizenry directly and not the party elites or party members who elected them party leader (ironically party elections don’t use a FPTP approach).

3. It gives the Premier a mandate from the whole province/country for the common good, not a partisan good for just a party.

4. It makes it easier to separate the legislature from the government.

5. It avoids the uncomfortable results under a FPTP system that the leader of the country is not supported by the majority of the citizens.
