As I see it, the problem is NOT Alberta, but the Canadian federal government.<br />

These worthies go around squandering our tax dollars buying votes in have-not provinces that include Quebec!<br />
<br />
Further, INDIVIDUAL transfer agreements are made with each have-not province, ie. the transfers are not based on universal and transparent policies.<br />
<br />
Klein's complaint is that Newfoundland and Nova Scotia now have off-shore oil revenues but still insist being called have-not provinces with their hands in your pocket and mine via the federal government.<br />
<br />
And Ontario, by far the biggest contributor to these hand-outs, is short of funds for dealing with infra structure repairs, immigration, medical services, etc.<br />

Talk about killing the goose that laid the golden egg!<br />

The greatest insult, though, to ALL Canadian tax payers are the transfer payments to Quebec to "support their superior culture"! (Which means living out of OUR pockets).<br />
<br />
A fairer method of allocating transfer payments would be to make Quebec the criterion for have-not provinces: If the province is equal to or better off than Quebec, transfer payments are stopped. If worse off than Quebec transfer payments are arranged.<br />
<br />
The effect here is to eliminate sending Canadian tax dollars into that sink-hole Quebec, which is NEVER satisfied with ANY amount of money transferred in to support their "culture" and "entrepreneurs".<br />
