Both TO and Edmonton are provincial capitals with a huge unionized government workforces as well whose machines are very active during elections? Occam's razor?<br />

But large cities tend to appear more 'liberal', but actually just more tolerant as in a large city you are likely to come in contact with a much more diverse interests and opinions. Whereas in a small town or rural district, the people tend to be insular and so is their politics--fewer issues creates fewer opportunities for 'liberal' parties to deploy interest group machines.<br />

Hard to astro-turf a party position in a sparsely populated area, but in a city you can make your numbers (and your particular causes) seem like they have far more support and relevence than they really do on the ground.
