There is actually both. This is a BIG country. Compare unemployment in Victoria, BC, where call centres offer high starting wages, and a draw each month for a car for employees, and New Brunswick, which has a 'high' of 9% in the cities, and close to 25% in rural areas. ANd of course reserves and Newfoundland which have rates up to 50%.<br />

SOME jobs have labour shortages, and some have plenty of workers to choose from. In some places in Ontario Tim Hortons offers benefits, in NB any time somebody mentions 'union', they are reminded of the hundreds of people who can fill that spot.<br />
