Harper will fix that by getting all the poor in the country outside of Alberta to sign up to the forces and be sent off.... kind of like what Bush did to fill the numbers for his Iraq war.

Promise free education and great stuff to put on your resume in order to have the career you want, then toss you in the middle of a war zone to be killed.

As one Israeli soldier once told me " Our enemies don't have to defeat us militarily. They have only to continue to force us to spend 95% of our GDP on military, and they will defeat us that way." Following Uncle Sams way will get us the same results as it got them , trillions of dollars in debt. That will be Harper's excuse for dismantling our social safety net, and stop it from being an example of what USanians could acomplish without military spending. That is his assigned role, dictated by his US masters.
