Yanks ought to be carefull. There are many US bound rivers that are sitting ducks for any Canadian farmers who want to take anonymous unilateral action in sending some pretty toxic stuff south as payback. It would be impossible for anyone to find out who threw it in the river late at night near the border.Ditto bulk water exports. It would only take one pissed off farmer. They are not as immune to such action as they delude themselves into believing. As John Kennedy once said "Those who obstruct peaceful means of resolving disputes render violent ones inevitable."Or another saying is "Justice denied begets justice homemade."
Brent

Remember the Winnepeg floods? What happens when they have too much water and are given the choice of diverting it north and flooding Winnipeg, or letting it go south and flooding US cities? Will yanks flood US cities to avoid flooding Winnipeg? Not likely. It would be totally foolish to believe that ,of the thousands of Canadians affected by such a scheme ,that there will not be a single one who will take anonymous direct action on southbound rivers.
It's like getting rid of your garbage by throwing it in your neighbour's yard , then telling him "Lets be friends . You catch more flies with honey than with vinegar." while continuing to dump your garbage in their yard.Duhhh. Only a Bushsucking fool like Harper would want to delude himself into buying a line like that.
Brent

Funny thing, didn't a US state just ban Canadian garbage being trucked down and dumped in its landfills?
