It depends how you define sovereignty. Obviously its both. You can add native groups which are a menace, and to my mind a justified one. You can add the WTO, G-8 but always remember, the 'menace' is our own politicians. Nobody forces these decisions on them. We have seen the enemy and he is us.

To me if native are treated well, they arent a menace for sovereignity.
