After months of negotiations, the U.S. and Canada have unveiled new trade, regulatory and security initiatives to speed up the flow of goods and people across the border. The joint action plans provide a framework that goes beyond NAFTA and continues where the Security and Prosperity Partnership (SPP) left off. This will take U.S.-Canada integration to the next level and is the pretext for a North American Homeland Security perimeter.

So what was that total BS about Tony Clement pilfering $50 million intended to "speed up the flow of goods and people across the border"? Is Harper intending to give meaning to Orwell's "something rotten in the state of the state"......?

Does that mean a Canadian cruiser sailing home on a Canadian yacht have to go thru the US coastguard to return to Canadian waters? Some will no doubt be running 120 volt AC thru their lifelines, to deter US coastguard boardings when entering Canadian waters from offshore.
